can you upgrade a computer with ddr3 10600 tri channel memory in 3 slots with 12800 ddr3 tri channel in the other 3 slots or do all the memory sticks have to be on the same bandwidth?

You can do it, although it is not guaranteed to work.

If it does end up working, the faster chips will be downclocked to match the slower ones.

It's generally a good idea to use the same type of chips.
