The question is in the title, any help is appreciated

Cannot access Ethernet Cable Wired PC (LAN) from a Wireless Laptop (Wifi) connected through Router (ZTE F660)

Make sure you do not have guest wireless or a feature sometimes called wireless isolation set up in the router wifi settings.

By default most routers do not restrict any access. Not sure if a factory reset is a option for you since it has a optical connection. It tends to be faster than trying to hunt down strange settings.

Have you tried to enable File Sharing between PCs ?
