The key piece if info missing is: where are those fans plugged in? Any mobo system (and any third-party software that uses mobo info) can only tell you the speeds of fans plugged into mobo fan headers. Usually the actual cooler for the CPU chip is plugged into the mobo CPU_FAN header, and that is the one fan your photo says is detected.
Now, you say the CPU fan is always at max speed and cannot be changed. The photo says its speed is 610 RPM, which is NOT likely its max speed. But anyway, the configuration of your mobo CPU_FAN header should be checked. FIRST, check the wires from the CPU cooler fan.
