Cannot adjust fan speed and fans not detected in fan profile

Basically I've tried setting the fan curve to quiet, manual, and even off but the fan speeds don't change and one fan (named cpu fan in the bios) is always at max speed. Also in the fan profile only one fan is detected. Anyone know the reason behind this?

The key piece if info missing is: where are those fans plugged in? Any mobo system (and any third-party software that uses mobo info) can only tell you the speeds of fans plugged into mobo fan headers. Usually the actual cooler for the CPU chip is plugged into the mobo CPU_FAN header, and that is the one fan your photo says is detected.

Now, you say the CPU fan is always at max speed and cannot be changed. The photo says its speed is 610 RPM, which is NOT likely its max speed. But anyway, the configuration of your mobo CPU_FAN header should be checked. FIRST, check the wires from the CPU cooler fan. If it has THREE wires (Black, Red and Yellow), the header should be set to use Voltage Control Mode (aka DC Mode). If it has FOUR wires (different color codes), then it should be set to use PWM Mode. Then the header can control the fan. ALSO check its Profile - it should be set to use its normal automatic control system, and not a fixed speed.

Lastly, check the connectors for that CPU fan. Are there any little modules inserted into one of the connection points? Some fans come with "low noise adapters" that people misuse. These things reduce the voltage fed to the fan (and hence its speed) at all times, thus reducing its noise AND REDUCING the cooling performance! When used with an automatic fan control system, these things merely limit the max speed and cooling of the fan, and do NOT give you a quieter fan at normal operating conditions. So, IF you have one of those in the fan's connections, remove it.

When you are in BIOS Setup to adjust the CPU_FAN configuration, note the fan SPEED shown there. The value your BIOS shows you is the most accurate. Some third-party tools get it wrong.

So, having checked those items for the CPU cooler, get back yo us on where the case ventilation fans are plugged in. Then we can advise what to do next.
