Cannot identify weird plastic bar inside case

Hello,
I bought a gaming PC awhile back, and I'm trying to understand all that's in it now that I'm working on the inside of it a bit..

There's a blue bar, about 1x2.5 in. stuck to the bottom of the PC; it's got two 3 pin ports that run from it, and 1 is plugged into a blue neon light -looking bar, at the bottom rim of the side of the case. (the other port is empty.) I don't think this light has ever WORKED, and the only thing plugged into it is one 3 pin cord, that runs into one of the 2 ports on this wierd plastic bar stuck to the inside of the case. To avoid confusion: 1 neon light looking thing at the rim of the side of the case, plugged into an opaque-plastic soap-bar lookin thing that's afffixed to the center of the floor of the case.. with a little circle of air-holes at its top, and no other markings.

What is this blue plastic bar, a battery or something? Is it safe to ignore as I figure out the rest of the PC? Again, they don't appear to be plugged into ANYTHING. Idk why they were installed.. Thanks for your help and I'm very sorry for the newbie questions.. pretty sure this was a cyberpower build btw
 
You're right! That's what it is, trouble is this neon light ccl bar has never worked, as far as i know.. now i'm seeing (with a dental mirror and flashlight) that this inverter is hooked up to something.. it runs behind the drive shield wall though and i can't see what it's connected to, now i'm starting to think it's vital i understand it all before finishing the hookup.. so i'm going to take off the non-window case side, or slide it back a bit, to see behind the shield wall and see if i can figure this out.. will post a picture perhaps, it's turning out to be a uniquely messy job =)

I didn't think I had any ccl light working in this pc ever.. i wonder why this is all in the case
 
i had a thermal take case years ago and a cable that ran from the inverter and went out of sight behind the hard drive cages went to the front of the case where it illuminated the thermaltake logo so may be that something on the front of the case is also meant to light up--so maybe popping off the front of the case will give an idea whats going on--the case fronts are usually only held on by about 6 plastic tabs that you press in with both side panels off to release the front--just dont pull the front too far out to begin with in case it has wires attatched to the case--some do some dont
