Question Cannot install Visual Studio, but can install VS with my phone's WIFI?

I'm currently using Deco M4 V1 https://www.tp-link.com/my/home-networking/deco/deco-m4/

My internet is working normally, I can browse websites, watch videos, play games, download stuffs etc, the only problem I'm having is with Visual Studio.

When I try to install Visual Studio, it gets stuck at 0% View: https://imgur.com/a/dVwVGvs
, after a few minutes, it shows "unable to download installation files,check your internet connection"

BUT, if I unplug Ethernet cable from my PC, then connects to my phone's WiFi/hotspot, then VS installs perfectly fine without any issues.

I'd love to solve this issue because I pretty much always use Ethernet cable, I rarely connects it to my phone's hotspot, and this problem may still occur in the future.

By the way, I believe I was able to install VS before I switch to Deco M4 (router died, so decided to buy Deco M4 Mesh).

I wonder if there's any internet settings that's blocking me from installing VS, any help would be appreciated.

IPv4 Static IP
IPv6 disabled
DDNS disabled
SIP ALG enabled
UPnP enabled

Yes, VS downloads a lot of files during installation from various sources.

One I ran into at work was it downloading Epic Games Launcher and related libraries, this was blocked since it had the word games in it.
but I'm at my home though, not sure why I can't install VS with my current ip, but if I uses a vpn then I can install VS. (also I install VS after a fresh reinstall, so I don't think it's blocked), I wonder if I can just change my ip then maybe I can install VS without using a VPN.
