Cannot not download to program files or act as administrator

Cannot save files anywhere but my downloads. Asks for permission from admistrator contact administrator. I am the administrator. UAC set low as possible. When I try to change permissions on hard drive I get error unable to apply security settings access denied process cannot access file because process is being used by another.

What do I do?

1. Try taking ownership of drive C:. You may have to previously logon in Safe Mode if in Home Edition

2. Try resetting default permissions according to this:

3. If the previous fail, scan for virus and malware and follow with #2.
Because you posted three separate threads at different times asking the same question, and the Junk Detector deleted two of them, you missed some advice Chicano posted a while ago.

Please only post one thread for each problem. I'll PM Chicano and if he doesn't mind posting to you again, he might put his advice on this remaining thread.
