To reinstall windows I disabled csm support and restarted back to bios no problem, but some forumer suggested i switch on secure boot which i did with the default gigabyte platform keys enabled and at first it was not opening bios but was stuck on code 78(acpi initialization) so i unplugged the bootable usb and now it is showing code A9(Bios setup is started) on every startup regardless of me pressing any buttons on restarting but screen is blank and i cant open bios.. why is this happening, can anyone help me?

So you did this

To clear the CMOS values, use a metal object like a screwdriver to touch the two pins for a few seconds.

Did you try removing battery?

You may clear the CMOS values by removing the battery:
  1. Turn off your computer and unplug the power cord.
  2. Gently remove the battery from the battery holder and wait for one minute. (Or use a metal object like a screwdriver to touch the positive and negative terminals of the battery holder, making them short for 5 seconds.)
  3. Replace the battery.
  4. Plug in the power cord and restart your computer.

i used the pin method, and the rgb lights and xmp profile settings were disabled since the xmp indicator was back to its old self.. but now idk if the secure boot or csm supoort disabled was reset or not

i always forget about dual bios. It doesn't actually work as a different bios, all the backup does is copies itself onto the the normal BIOS if it fails to load, and then restarts PC, and uses the normal bios. You can't run inside it.

According to this page - http://forum.gigabyte.us/thread/6176/latest-bios-z390-ultra-broken - to enable the backup bios you
  1. shut down PC
  2. hold the power AND the reset button for about 10 seconds, then release.
  3. Backup bios should do its thing.

are you connecting to monitor by Display Port?

Try using HDMI, in some cases it only outputs on 1 connection and could explain the blank screen

noob question but where is the reset button? i only seem to have power and restart buttons in the front

the restart button = reset button :)
Alright so i tried the method you mentioned like this, i pressed the power button twice so it started and shut down and then i kept the reset and the power button pressed tightly simultaneously for 10 seconds during which the computer started and shutdown twice, then i power it on but nothing happened, not even the "fans-moving-in-opposite-direction-and-then-in-correct-direction" thing that happened during my cmos reset.. i ll try using my tv hdmi again when i have access to it

i would rma it, clearly something is wrong if it work work after a cmos reset.
So i took it to the shop and they removed the cmos battery for more than 15 min, took the gpu out of the pci slot and then connected an hdmi to the motherboard vga port and then it finally booted to bios, after checking the settings i found the secure boot section, and guess what? the thing was still on after cmos reset even when they removed the battery, they disabled it and now it would seem my windows got corrupted or something because it wasn't booting so they reinstalled windows using their bootable flash drive and took 6$ equivalent of money for that, nevertheless i told them to reinstall it regardless because i could easily reinstall it but if they messed something up then it wouldn't be noticeable. So finally its working again
