Cant fix Stuttering/ FPS Drop in all my PC games

hi guys, sorry for the long message. Been losing my mind trying to figure out how to fix my pc problems. Literally any help at all would be greatly appreciated. I've been having problems with constant stuttering and fps drops since I built my pc. games like the batman ones and a few newer single player games have constant stuttering, other games like gears 4 and pubg have huge fps drops every few sec, like from 144 to 40.

SPECS:
Monitor= ACER XF240H 1080p 144hz
OS= windows 10 64 bit
CPU= i5 7500
GPU= gtx 1070
RAM= 2x8GB ddr4 2400
MB= MSI B250m gaming pro
PSU= Rosewill 550w
HDD= 1TB Seagate 7200rpm
SSD= Kingston 120GB

Things I've tried:
.Checked temps, cpu around 63 highest, gpu 73 highest
. used ddu to uninstall and reinstall gpu drivers
. used lowest and highest settings for games with only difference being max FPS
.changed multiple NVidia control panel settings
.changed refresh rates and locked fps to 60
.error checked both HDD and SSD no issues
.uninstalled HD audio
.fresh install of windows
 
Try using some benchmarking tools like aida64 and heaven to just visually see how constant things run.
Get sysinternals from Microsoft (free). Check what is starting with your PC (use autoruns )
Run malwarebytes anti-malware to check that bit.
On your HD (not SSD) de-frag it.
Run chkdsk /f/r on both storage devices.
Disable (uninstall) Nividia experience.
Consider if you are running too much in the background. No streaming. No chrome.

I know you mentioned doing these in parts, but do them at the same time.
Drop your in game settings.
Drop your refresh rate
cap your max FPS to match your refresh rate.


 


thanks for the reply. Tried everything u said and its still doing the same. The only thing I run when gaming is discord. No idea whats happening.
 


Still nothing. So confused, My buddy has an extra power supply for me to try to rule that out, but if that's not it i'm gonna have to deal with it because I don't have money right now to be buying different parts
