Cant get 4K to run at 60Hz at my monitor

So I was wondering why I couldnt get 4K at 60 Hz on my Samsung UE590 series UHD Monitor.
I am using the Surface Pro 3. I have a HDMI cable from the monitor connected with the surface using the official microsoft mini-displayport to HDMI converter. The HDMI cable is 2.0 supported, 4k 60 Hz supported and it supports displayport 1.2. The converter from microsoft also says on their site that it's 4k 60Hz supportive. I can only run it at 30 Hz max and in the advanced settings there is no 60 Hz option. Does anyone know what I am doing wrong?

I plugged it in HDMI 2 now and still no option available for 60hz. Also restarted the pc but still no change

It also displays 2 bars which i cant select it just stays like this
