Can't get in to Windows!

Help. I cannot get in to windows. everytime I boot my PC, it does not go further than the Welcome Screen. The next time I tried to boot it, I launched startup repair. Then I ran System Restore. However Startup Repair could not run and this message shows: "the instruction at 0xfb34584d referenced memory at 0x00000008. The memory could not be read." What could be wrong with this? THANKS!

try re-installing windows after that run a memory test and a HDD test just to chekc if everything is ok.

or use the official testing ie western Digital = WD data lifegaurd, Seagate= Seatools...and so on.
