Can't install Win 10: Stuck on light blue screen

Hi,

I choose the parts for a new PC and a company built it for me (no OS, they also did some testing before I picked it up), now I'm trying to install Win 10 Enterprise (64bit) from DVD but it won't work:

It shows the Win 10 logo for a minute, then switches to a light blue screen (lighter than the typical Win 10 bluescreen!) and gets stuck there. No error messages, no mouse cursor, also doesn't react to any keyboard input and no change in 30 minutes.

Hardware:
AsRock x99 Fatality x99x Killer
i7-6800k
16gb RAM
Samsung 850 Evo 2TB (for Winows)
WD Red 4GB
Zotac GT710

External:
Old 5:4 monitor (1280x1024) connected via DVI
Old keyboard connected via PS/2
Old USB mouse (connected to 2.0 port in the back)

I booted from the same DVD on a different PC (3-4 years old) that already has Win 10 and there it displayed the first install screen after less than a minute, so the problem isn't caused by the DVD.
I then booted from a "read-only" Ubuntu DVD on the new PC and it started up just fine. That Ubuntu even had some display for RAM usage,.. and it actually recognized the 16gb that are in the new PC, so the RAM and the DVD drive should be fine too.

Both the SSD and the HDD get recognized in the bios but the DVD drive shows up twice in the "boot" list and the HDD doesn't.

I'm going to give the company that built the new PC a call on Friday but any idea what I could try until then/what could be the problem?
