Can't load cd on my toshiba laptop

Hello,
When I put a cd in my laptop, it just turns but never loads

If Autoplay is disabled for that drive, that is what will do.
you can enable it and it will open a contextual menu for you to pick a program, OR you can leave it like that and open the disk with whatever program you need yourself (that's my personal preference).
