Can't locate/delete folders?

Windows 8.1 64-Bit

I had a zipped archive and extracted it to my desktop. However, when I open the folder it tells me:

"(Location) is unavailable. If the location is on this PC, make sure the device or drive is connected or the disc is inserted, and then try again. If the location is on a network, make sure you're connected to the network or Internet, and then try again. If the location still can't be found, it might have been moved or deleted."

These are the steps I have taken thus far with no success:
>F5 to refresh does not work
>Using CMD as administrator and using the /rd s "\\?(Location) does not work
>Using CMD as administrator and using DEL on folder does not work
>Using "Unlocker", a third party program that helps rename or delete folders does not work
>Resetting does not work
>Trying a "FolderFix" registry entry for x64/x86 did not work
>Attempting to delete in Safe Mode yields same results

Disk Check yields no errors with hard disk.
Full system check with avast! shows nothing suspicious.
Computer is up-to-date.

If I attempt to delete the folder I get this message:

"Could not find this item

This item is no longer located in (Location). Verify the item's location and try again."

Any help would be greatly appreciated.

Update: Folder is within a folder. The root folder can be renamed and moved. The inner folder (which contains no special characters other than $) cannot be renamed or deleted.

I am glad you found a solution as I came here for this exact reason.
The difference is mine are all located on the desktop and they are not just folder but individual files as well.

Any help would be lovely...
