Can't make a partition

I wanted to try out Linux on my old Inspiron 1420 laptop, but encountered a strange problem.

On the PC I'm using, my new desktop computer I've built, after installing Windows 7 I used the partition program in the windows control panel to make a small partition to try out Ubuntu, everything worked fine

But on my laptop, when I try to partition my hard drive, it doesn't allow for the partition to be more than 11GB

On this PC, I made an 80GB partition - but I thought maybe it was because my hard drive is bigger (a new 1tb drive vs an old 220 gb drive with 100 gb free space)

but the laptop's drive has 100gb free space - why doesn't it allow for more than 11gb? Is there anyway to bypass this, other than clear up hard drive space (which I'd prefer not doing)?

 
You can do the partition smoothly. You can create more partitions or volumes only if the hard disk contains unallocated space, which is unformatted space that is not part of an existing partition or volume. To create unallocated space, you can shrink a volume, or use a third-party partitioning tool like partition magic.

I know that already, what I want to know is why is Vista not letting me partition more than 11GB when I have a lot more free space?

Do I have to use a third-party partitioning tool like Partition Magic to partition more than 11GB? The partitioning software that comes with Windows on my new pc worked fine.
