[SOLVED] Can't make motherboard work properly, need help!

Hello,

Here is the PC specs:

Motherboard : Gigabyte GA-970A-DS3
CPU: FX 6100
RAM: 8GB
PSU: 550w Corsair
GPU: GTX 1050ti

First of all I want to say that IT IS motherboard fault, not any other PC part. As soon as I changed motherboard everything works perfectly.

So to the problem...

Basically I need to make some procedures to make PC turn on. PC only turns when I unplug PSU Power connector from motherboard and plug it back or if I reset cmos. Otherwise it just won't turn off. Its like motherboard needs to get rid of all power before starting up again. Its just weird that PC works completely fine when it turns on, I play games and everything is fine. As soon as I turn it off it just won't turn on again. However, it does turn on SOMETIMES after long time being off, but for the most time just doesn't respond on power button.

I've tried :
-Changing Case / trying to start the PC using Screwdriver instead of PW button
-Unplugging and plugging in power cable behind PC case
-Changing PSU
-Reseting settings to default in Bios
-Updating Bios to latest version
-Reseting CMOS with jumpers and battery
-Changing Battery on motherboard

None of this above make it work properly. I did tried switching motherboard and then everything works fine. So its obviously motherboard problem.

Do you have any possible solution for me?
