Cant open simple volume when adding new hdd

Hi guys! I built my new gaming pc over the weekend but my hard drive had an issue so I sent it back and got a new one. I attached it but when I went to initialize it the simple volume option is greyed out.

However there solution I cant get to work. So what should I do?

I am using a western digital blue 1 tb and windows 8.1
 


Thank you for the reply! I tested the hard drive in a different computer and it turned out the sata cable was busted, after I replaced it the drive works perfectly! Thank you for the reply and happy holidays!
 
I am having the same problem however when i did everything correctly in the command prompt it says "a disk specified is not dynamic. Please specify a dynamic disk and try again"
