Can't permanently alter Video refresh Rate

I am an XP Home edition user, and have recently bought a new flat screen TV
with computer input. I find that in order for the signal to be displayed on
the new screen, I need to lower the refresh rate from 85Hz to 70Hz. This is
fine, until I then log off and reboot, when the refresh rate automatically
reverts back to 85Hz, and I can no longer get a signal. This is very
frustrating. Can anybody help?

Look and see if there is a XP driver for the TV. It could be a problem that
the generic XP driver can not control it completely.
