I've been told by tech support that the 2070 isn't capable. I refuse to believe this though they just came out with these cards. They're suppose to be top of the line
The 2070 isn't "top of the line", it's 3rd down from that, which is the 2080 Ti. A 2070 is about equivalent to a 1070 Ti, which is just below a 1080. I've had an EVGA 1080 Ti FTW3, one of the if not THE best 1080 Ti available, and there were at least 3 games it only played at mid 40s FPS at max settings on 4K.
The freezing though could be due to various things. Ever since the 2000 series launched, there have been reports of performance problems, artifacts, hitching, etc. It's been talked about a lot and there's evidence that supports the new DDR6 VRAM standard it uses having problems.
Just before release Nvidia hyped up the 2000 series on broken Ray Tracing and DLSS support promises, with ZERO performance examples. At that point it was obvious to most that at best it's a work in progress. That's why the 1080 models were so sought after following that stage demo and all the user complaints post launch, and shot up in price, because Nvidia had already stopped having them made.
That said, things you can check are...
1. Make sure you're running the latest display firmware, GPU drivers, and have all the Dx and VS files each game needs.
2. Make sure the games you're playing are ready for, or patched for HDR and RTX series.
3. Check to see if your MB has a BIOS update for RTX.
