Question Can't run .exe files to reinstall or restore Windows 10, can run SFC from boot or in system ?

I am running Windows 10 22H2. I am sure I have corruption. No means of resetting or reinstalling Windows 10 are working. The process won't even start. On startup, some applications run fine. Windows Mail runs. Chrome runs. But anything to reinstall Windows 10 or fix corrupted files won't run. I get file system error dialogs.

If you've made up your mind to reinstall Windows then I would always do a clean install via flash drive after deleting all partitions on the disk. If it is in fact an issue with your file system then chkdsk C: /f should schedule a check to be run on reboot, but note that this can take a long time.

It won't let me create a thumb drive to do the clean install.

If Windows is corrupted to that point then you'll probably need to use a different PC to make the installer drive, or try downloading this image I just built and write it to your flash drive with Rufus.

I did that and set the settings to boot from it but it went into Windows. I'm going to have to put it in the external drive case and run SFC, CHKDSK, and DSIM from there. How do you install a bootable version of Windows10 [if I have to] on a drive in an external housing?

I get file system error dialogs.

That points to corrupted file system.
Probably means - your storage drive has developed bad sectors (drive has gone bad).

Install windows on a different drive (only single drive connected).
Then try to recover your important files from failed drive.
