[SOLVED] Can't Scan 'RAW' Disk - Error Code 1117

A Seagate Barracuda sata drive has failed on my Windows 10 system and I'm trying figure out if it's recoverable.

This situation looks similar to this post. The disk is recognized by the OS and I can see it mounted in Windows explorer. However, the whole disk shows up as a 'RAW' partition in Windows disk management window, and any attempt to access directories / files results in an I/O error (usually 1117). Scanning the drive with DMDE reports all blocks as "42 41 44 20 42 41 44 20 42 41 44 20 42 41 44 20 BAD BAD BAD BAD".

I've run out of ideas and any searching for help gives me the same unrelated articles or unanswered posts. Is there a next step here?
