Can't tell if problem is my monitor or my psu

A few days ago when i went to turn on my pc i had issue where my pc was running but i had no signal from the monitor.

I knew that my pc wad working and I heard the fans spinning,saw my psu spinning and my gpu spin and light up.

I use a 350w psu that just meets the requirement of my rx460.

My monitor is fairly old, came with a prebuild pc and is an asus 19 inch vga input.

Ive tried changing the vga cables around and even used a new one (i use a vga to hdmi adapter but i don think that is the problem)

I am planning to buy a new monitor since i think thats more liekly the problem but if you guys have any useful information please do share.

EDIT : i took out my gpu and put it back in after doing this my momitor switched on and an asus loafing screen will pop up for one second then my screen will go black again. When i press f1 to go to bios settings it pops up for a second aswell before going into a black screen again. Also if i switch of my monitor and switch it back on it turns on for a second before going back to a black screen
 
Did your VGA to HDMI adapter come with a USB power cable? If so, try using it and see if it works. If not, it's possible there's a problem with your GPU drivers, but the trick is uninstalling the drivers. You need your display on to see the menus. Try using a different display if possible before buying a new one, to save money, and to make sure it is the monitor that's causing the problem.

Im afraid im unable to plug my vga cable into the mobo as i have broken the cylinder part where the side screw of the vga cable goes into

So ive tried looking around in other forums and doing some research but I just can't seem to find a solid answer to my problem.

When I turn on my pc, my monitor works for one second before going blank, there is still a green light and every time i switch off my monitor and turn it back on it works for a second before going blank again. my pc is sill running as im able to go onto the log in screen enter password and go to desktop which i can see during that one second my monitor shows something as I turn it on.

Im unable to tell if this is a problem with my monitor, psu or something else.

*specs*
Gpu: rx 460
Cpu: i3-3240t
Mobo: asus k5130
Ram: 6gb
Psu: 350w (non branded china one from prebuilt pc)
Startech hdmi to vga adatper
Asus n19w lcd widescreen

*Things to note*

I use as vga to hdmi adatper to connect my gpu to my monitor

I do not have another display or spare computer

My mobo vga port has a broken input.one of the cylinders on the side where the vga screw goes into has come off.

*Things I've tried*

Swapping the vga cables and even using a different one

Unplugging everything and replugging.

Taking out my gpu from its slot and placing it back

Cleaning the psu and cpu

Taking out the vga to hdmi adapter and putting back in.

Holding onto the power button and even spamming it with and without power cords for both pc and monitor.
