Question Can't update bios, the PC just reboots

Specs:
MB: ASRock B650M PG RIPTIDE WIFI - (BIOS 1.24)
CPU: ryzen 7950x3d
RAM: G.SKILL Trident Z5 Neo Series AMD EXPO 16GB X 4 (64GB)

So I got this mobo as a replacement for my old one because I thought it was dead, turns out it was the CPU. First problem is that the chasis fans are not spinning. So, I tried to update the bios, but when I try to do the instant flash, the pc just restarts and it doesn't upgrade the bios. I tried all the bios versions after mine with the same results. Also the CPU and DRAM lights are always on for some reason.

how do you know the bios version if it always reboots?

It only reboots when I attempt to upgrade the bios. It starts the process then it immediately reboots. Yes I double checked the psu

check the cabling fo the fans, are you using fan hubs or similar?

How do you try the BIOS update exactly? Don´t use windows apps to do so.
Get into the BIOS and then try to start the flash from there. Is the USB drive formatted to fat32 and BIOS unzipped on it in the root folder?

First of all thank you for continuing to help. The fans are plugged directly into the headers. When the system first boots up they sort of "attempt" to spin and immediately stop. I'm trying to update the bios through instant flash not a windows app. Too scared to use flashback to not brick the system.
