Question Case Fan Oil Leaked/Sprayed On My GPU Need Advice

A while ago probably more than 6-8 months ago one of my case fans leaked/sprayed oil in my pc, some of it got on my gpu mostly on the backplate. I recently decided to see if any got under the backplate and I found some of it underneath by the thermal pads. I don't know if I should clean it or just leave it be as the oil it sprayed is quite dry and hard to remove even with isopropyl alcohol. I tried very carefully scraping some of it off but decided not to as I was scared I was going to damage the tiny pieces it's stuck to. I'm also concerned about using isopropyl on it as I've heard cleaning the oil that's supposed to be under the thermal pads could affect the heating transfer. The red in the picture I uploaded is what I'm worried about the most, the blue is just some more of the dried oil but it's not touching anything major. Any help would be greatly appreciated, thanks.

Oil is obviously not electrically conductive or it would have made a short.
