Case Fan problems ?

Having some trouble with my fans
1st System fan is steady at about 670 Rpm and 2nd System fan is steady at about 1380 Rpm
Is this normal ? and if not , any ideas what is causing it ?

depends on the fan, it might just be their default speed

Also, how do you have them plugged in? To headers on the motherboard or to molex connectors? I'm still old school. I prefer fans to plug into molex so they have to run 100% with no fan control.
