Case fans go to >2000 RPM on startup?

Hey guys!
So lately I built two new 4-pin case fans into my PC. On startup you can clearly hear them going full speed, same when starting a process that requires a little more power. SpeedFan always keeps one of the two on 50% (and that one even stays there when SpeedFan isn't running), but the other one always goes to 100% and about 2500 RPM when I do not manually set it to 50% with SpeedFan EACH time I start the PC. That's really annoying and the PC is pretty loud before I set it down (which means the whole startup process until I started SpeedFan is clearly too loud). I've searched a bit already and found a solution to set the CHA Fans in the BIOS to DC mode. Doing so didn't solve my problem. In Speedfan the two new fans show up as "Sys" and "Aux2", Aux2 being the one that refuses to be silent. What else can I do?

Motherboard is listed in my post, Asus Maximus Hero VII
When I set them to PWM mode then all of the fans are fine except the Aux2 one again, that one remains going to 100% (around 2500 RPM)
