[SOLVED] Case fans not working (?)

Hello everyone, I hope you're doing well.

I've just built my PC yesterday and everything seems to work well!
Nonetheless, I've noticed that when I startup my computer the front panel fans don't spin on a constant basis (i.e. 3 fans, lowest position fan works 100% and upper fans rotate once slowly every 'x' seconds).
When I go to the BIOS and set the fans to "All Full Speed", each and every fan of the front panel rotates.
I've connected the fans directly to the motherboard (MSI Z490-A Pro)
I have a Phanteks 400A DRGB case (RGB seems to work just fine aswell connected via SATA to the PSU)

Is this supposed to happen?
Thanks in advance

I'm guessing you have the fans hooked to different fan headers.

Most of the time when a fan sorta spins but not really the voltage is to low to make the fan operate properly.

Since you said you could set the fans to full speed and al of them work this is the problem I think you have.

Bottom fan getting enough volts to operate top 2 not getting enough volts.
