Cd rom reads data but does not recognize blank cd

Hello,
i have a problem that occurs with 2 dell laptops, 1 dell desktop and 1 toshiba tablet, I my cd/dvd-r draws read and play cd/dvd's but when I put in a blank cd/dvd it doesn't read the draw as having any recordible media in it, so I can't burn. The toshiba is with an external burner via usb ports.

so it works with cd-r or dvd-r and it doesnt work on a blank cd/dvd?
get cd-r / dvd-r's?
