CenturyLink internet fluctuations

You should call centurylink about this issue. In my experience with them, their customer service is good and they'll probably just send you a free modem replacement if it's likely the cause. But many times their network just sucks and there is nothing to do about it other than getting a different isp. It's not a company I'd recommend.

Welp its the only ISP I got other than Hughes Net and I did call them they said everything is fine.
 
Looking at your tracert, that first hop should have been to your router and should be 1-2ms not 600+. Connect the device directly to the modem. Try different devices.

Everything isn't fine because your speed isn't what you're paying for. That call should have ended with you finding the cause, scheduling a tech to come out, or mailing a new modem. They should troubleshooted with you, not just say everything is fine. Obviously it's not.

Yeah I did the reboots and such nothing, I tried wired nothing, I tried calling nothing. I am able to use PC and XB1 but XB1 cant download it can only connect and play (Online sucks) while PC can do anything but with fluctuations from .2 Mb/s to 8 Mb/s while able to download and connect online.

Welp, now its working fine although if you got one download all other devices drop from 10 Mb/s to 1-3 Mb/s but ping is in the 50's to 100's but never more than 110.. Could that be a modem problem? I have my Linksys router connected but their modem, this is the router https://www.linksys.com/us/p/P-E8400/
