Question Changed CPU and now 2 3 4 lights are blinking, no display, and extremely loud fans ?

PC: Dell Precision T3500

Hi, since the Dell page is bugged and I can't post there because "user not permitted to post" and "failed to save the post" - today I replaced my i7-950 with a newly arrived W3690 and as the title says I got a problem. I tried to swap back my old i7-950 to no avail, still the same problem persists.

I tried to reset the BIOS via the connectors on the motherboard (since the display is dead).
I tried to boot with 1 RAM stick only,in the first slot. I know this is an old machine with outdated specifications and whatnot, but still any help is appreciated! The video is not uploaded by me, but is taken for reference to my current problem.

And do some research there and ask questions as your machine over there has been tried and tested with upgrades. What works and what to avoid. :)

If you had HP Z models servers I know those like the back of my hand.

Did you make sure your BIOS for the prebuilt was updated to the latest version prior to you dropping in the Xeon processor? As for the processor part, might want to inspect the CPU's socket on the motherboard for any bent or broken pins.

I forgot to mention that my BIOS prior the upgrade was on A01 and I updated it to A17, the latest version, then changed the CPU. I just replaced the motherboard - the same model 09kpnv from another computer and now I get the blinking error 3-4 lights and green button, but the same problem with the loud fans persist and the PC doesn't boot it's just black screen on the monitor. I tried with the jumpstarters again, doesn't work. I read somewhere that the heatsink may be a problem and adjusted it closer or further to the fans (with little force) and nope. I also read that some hardware may be malfunctioned behind the power button (thermostat?). That's all the news I have for now, any help is welcome and I'll keep you posted if I find any solution!

EDIT: On the old motherboard the CPU socket had some bent pins and 2-3 missing. I straightened the pins with a needle but it did not work. Thank you Lutfij!
