Ok so i lost the charging brick of my toshiba laptop. I have an old HP laptop brick but the connector doesn't fit. Is there anyway i could cut off the connector of the brick and put on one that fits?

Generally, if you have to ask the question, the answer is no.
Could it be done? In theory, yes.
Can you do it? There's the problem.
That is a really bad idea, the power bricks are likely not compatible and don't output the same amperage level. Its an unnecessary risk to the laptop which will likely fry itself if its not correct.
Did you check to see if the voltage is the same and that the other supply is rated at a high enough wattage? You shouldn't be considering doing something like this if you don't know anything about electricity.
