Cheap editing computer

I need a decent computer that can handle video editing and some photoshop. No gaming or anything like that. I would like to keep it under $300 prebuilt would be great but building is a possibility. A laptop would be great but not necessary. I just need something to start with, then I will upgrade in the future. I'm thinking just an apu instead of a dedicated graphics card because it's a lot cheaper. But I'm no expert. Thanks
