This depends on the performance you are OK with and exactly how much you can spend. Cheapest would be running at 30fps on low settings, you OK with that? That game seems to bog down even high end systems. Read through this https://www.tomshardware.com/features/microsoft-flight-simulator-benchmarks-performance-system-requirements

For a new system for flight sim 2020, I'd say you are looking at about $800 for a setup if you want it to run decently. Maybe a Ryzen 5 like this https://www.amazon.com/Procesador-Ryzen-2600X-Enfriador-Wraith/dp/B07B428V2L/ref=sr_1_8?crid=1K28MK6LZH92R&dchild=1&keywords=ryzen+5+3600&qid=1598899166&s=electronics&sprefix=ryzen+,electronics,165&sr=1-8 along with a 1660 Super https://www.amazon.com/Gaming-GeForce-Overclocked-Graphics-TUF-GTX1660S-O6G-GAMING/dp/B081SPGMBD/ref=sr_1_3?crid=1QIRKNQ7VONAW&dchild=1&keywords=nvidia+1660+super&qid=1598899298&s=electronics&sprefix=Nvidia+1660,electronics,150&sr=1-3
