Checking cpu frequency how to?

I have downloaded cpu-z to check the actual cpu frequency on my i7-860. However, it is ramped down and currently running an 136,7*9 = 1230 Mhz.

Is there any programs i can use to "provoke" my cpu to work at high loads and ramp up to maks speed?

like johnny said, prime 95 will "provoke" the cpu to run the cpu at stock or higher GHz.
