  1. RISC-V is "open standard", meaning it's not locked behind a paywall, not "open source". "Open source" makes no sense, when talking about a standard. Only an implementation can be open source, and most of the RISC-V implementations (especially the good ones) are not open source.
  2. RISC-V is royalty-free, meaning you can implement it for free.
  3. "highly-custom general-purpose" is an oxymoron. I think you mean to say something like "general-purpose cores, or more highly-customized ones designed for very specific workloads".
