CHKDSK, System Restore, Repair Missing in Boot, Windows Starts Black Screen With Cursor

My windows starts in a black screen with cursor after the logo shows.

Then I've tried System Restore in safe mode but it says that you need to run CHKDSK.

But when I run CHKDSK when reboot it says " CHKDSK cannot due to recently installed software".
If I run CHKDSK in CMD with this command "chkdsk /f /r", it says "CHKDSK cannot run because the volume is in use by another process". and I've tried "chkdsk /x" but still can't run.
I've also tried running CHKDSK in "My Computer->Local Disk (C:)->Properties->Tools->Error-checking" but its says "file system corrupted".

I've also tried to repair using Windows Installer Disc, But can't find "Repair your computer" in Boot Menu.

Note: My Windows still works in Safe Mode and with Networking. It just can't run "Normally".
 
Solution
When you get to Safe Mode, run a sfc /scannow command at a dos prompt, see if that helps.

You may have a hard drive issue, which means a new hard drive and install Windows clean on that. See if the computer BIOS has a hardware scan you can run.
