Choosing a laptop for my 9 year old cousin

Hello! My cousin is searching for a cheap reliable laptop to use for studying, web browsing and watching videos. No gaming. With my basic laptop knowledge I found this one

and in my opinion it will do the job just fine, but I really want to make sure he gets the best out of his parents' money. What would you guys suggest if this is not a good option?
budget is about 350 euro

studying, web browsing and watching videos. I recommend a chromebook, it's around 200 bucks it's better performance because you cannot install all applications and its alot more durable. 350 just wont get you very far.

Sadly I can't find any chromebooks on bulgarian websites, and I'm limited to buying from them. What do you think about the ASUS-X509MA-WBC13 for 260 euro. It has a Celeron N4020, 4 gigs of RAM, a 256 gig M.2 SSD. Should do the work, right?

Within a certain price band, laptops are pretty similar. Especially at the low end.
