Chrome opens in one user but not in other windows 10

I have uninstalled chrome and reinstalled twice. Chrome runs fine in one user but not in the other. I am really at a loss.

Try to disable the UAC from the other account and ensure try to set chrome's compatibility to "run as admin" see if this helps.

You may want to try to add another user in Chrome.

- Sign in to Chrome.
- In the upper right corner of the browser window, click the button for the current user. It may show that person's name, email, or an icon like this Sign in.
- Click Switch Person.
- At the bottom of the window, click Add Person. If the new person signs in to Chrome with a Google Account, he or she will see synced bookmarks, apps, extensions, and other browsing data on the computer and will be able to sync any future changes.

I would suggest as well to try to reset Google Chrome's settings back to default. See if this helps.
 
Thanks for the input but I have two users running under windows 10 - under one I have no problems with chrome, under the other I cannot open chrome unless I run as administrator.
