Question CL 17 or CL15? 266MHz or 2400MHz?

Can anyone explain me in detail what CL is better for gaming? The lower one or the bigger one? I heard a lot of people who say different things about RAM speed in gaming. Is the difference between 2400MHz and 2666MHz big ( I know it can not be huge ). I see that the YouTube benchmarks are not exactly what I need because one channels says that the CL15 is better but other channels says that CL17 is better. Which one is the best for it's price considering that I will use it especially for gaming: 2400MHZ CL17/2400MHz CL15 or 2666MHz CL15/2666MHz CL17 ? Every euro counts and I will buy rams without RGB or other expensive functions. Ty!

CL is the time delay (or latency) between a command entry and execution. So lower is always better as it takes less time but I'd check what the stock memory is running at (CPU-Z would help), since your mobo might have limitation. As for the speed, it depends on your mobo, your cpu and even on the game (in some cases). But generally, and in many games, going beyond 2666 doesn't make that much difference. But first make sure your mobo supports Xtreme Profile, because speeds from 2666MHz and on are usually considered OCing and may cause issues depending on your chipset. To summerise, make sure of:
  • Motherboard limitation (whether it supports XMP)
  • Motherboard compatibility (whether the module you're getting is in the QVL)
Note: QVL doesn't have all the modules out there, but it's safer to go with a supported module.

Btw, I choose the GIGABYTE's Z390M Gaming MoBo because it has all I need and I heard that it has good VRMs.

Lower timings is always better as the RAM can respond quicker to the CPU. However this is mainly when comparing same DRAM Frequency. Ie. DDR4-2133 C15 standard is not better than DDR4-3200 C16

Personally, I'd go with Corsair 2666MHz. But they're both good brands and most of RAM chips are actually manufactured by Micron, Hynix and Samsung.

Yeah, it has 12 power phases and will be great with 8th or 9th Intel CPU.

Why are the htese Viper RAMs only in my country? Is this a problem or are they specially desatinated to Romania (because this is the actual country I am leaving in). Could be it this way because other people from other countries had problems with 'em and they were removed from shop?

I don't think so, but be safe and buy/order from a vendor with good return policy, in case you run into something.
