Question Clean Windows 10 reset stuck on 44% ?

My PC started having issues after a not-so-recent Win10 update, so I started a clean reset.

It has now been stuck on 44% for over an hour. I was wondering if there is any possible damage that could be done if I turned it off and on now?

The time expected to download and install updates relies upon connection speed, network settings, and the size of the update. In the event that the installation remains stuck at a similar percentage, take a stab at checking for updates again or running the Windows Update Troubleshooter.
To check for updates, select Start > Settings > Update & Security > Windows Update > Check for updates.
