Cleaning a pc

If you mean physically clean to remove dust or dirt, then I use a cloth on the fan blades. If they are difficult to get to or in between - like with the radeon r9 290 in your situation, I use cue tips / cotton buds (ear cleaners) wrapped in tissue or cloth. (The cue tips simply offer rigidity.) Then a vacuum cleaner to suck out any dirt left over or left inside.
If you mean cleaning dust, then just use a good paintbrush and stroke it off... or even an air duster.
If you are referring to cleaning thermal compound then use cotton buds and acetone or alcohol.
