cleaning cpu? (old thermal compound)

Just got a used AMD Duron 600. I am getting ready to install thid CPU and FOP32 HS..to my MB.

Question:
The CPU core area has an old layer of thermal compound(arctic silver?) and I was wondering whether I need to clean the old residue off the cpu...before applying a new clean layer of Arctic silver compound?

Any tips on how to clean cpu?
Or should I leave alone and just add more thermal compound?

Also, should I use the thermal tape that came with the HS too ? or scrape the tape off..and just use the Arctic silver.

I doubt the stuff that's on there is Artic Silver. Get a paper towel and get the access stuff off, then get another paper towel, put a little rubbing alcohol on it and get the rest of that crap off. Then apply a new layer (REAL THIN) of your Arctic Silver.
