Question Clock speed or latency - which to prioritize?

Hi,

In a post where I asked for a gaming/video editing system I got a wide range of recommendations for RAM:

G.Skill Ripjaws S5 64 GB (2 x 32 GB) DDR5-5600 CL28 Memory

Now I'm asking myself a couple of questions.

With pricing roughly the same what's the best compromise between latency and speed?

Does it matter if I use 2 or 4 modules to reach my 64 GB if I never upgrade RAM size in the future, and if so, what's better and why?

I vaguely remember having heard about the possibility to dynamically throttle RAM speed to achieve lower latency when needed. Would that be a chipset feature, RAM dependant or both/else? I'm on B650(E).
Would that be an argument to go for higher clock?

You are always better off only doing 2 DIMMs if possible for the desired capacity. Once you go to 4 DIMMs the RAM will have to run at a lower speed.

In terms of speed vs latency they actually go hand in hand. You can have a higher CAS Latency number but the RAM is faster so the overall latency is lower. The problem is there is a point of diminishing returns in the latency department where you spend A LOT more and get little to no return. Current Ryzen 7000 series has the sweet spot for RAM around 6000 - 6400MHz. For the 9000 series it will probably be close to the same.
