Solution

Apologies, there are options to either allow the new system drive to use up the entire drive or only the imaged partition (250GB).

In this case, once the system is up and running on the new terabyte drive, just do the following:

Right mouse click My Computer, Manage, Disk...

I use the following; Macrium Reflect.

Download, install and then run the application. Its an effective solution for any disk imaging/expansion tool.

ok ive cloned my drive but now my tb hard drive is only showing 232gb max campacity which is the same as my 250gb. how do i fix this

In this case, once the system is up and running on the new terabyte drive, just do the following:

Right mouse click My Computer, Manage, Disk Management, Select the new HDD and then you should be able to use the none use partition for other items such as installation files, program files or simply your data files. This way, if the OS drive gets pooched, all you have to do is re-image the system drive without losing the data portion or the secondary partition.
