So about 8 hours ago the mouse worked fine. When I went to get a better power supply because of the lack of power consing it to hang, so after reconnecting every thing and turning the computer on the mouse is "on" but is not responding. The strange thing is that they work in the set-up menu. Does any one know what happened? I can't say how many times I hit TAB to get here.

See if you can locate the device in Device manager and remove it, then reboot. Also perform a system restore prior to when the issue cropped up and lastly try a repair install. The CM Storm Devastator Mouse doesn't have any drivers since it was designed to be plug n' play.

I'd also ask you to check if your BIOS and chipset/device drivers are all up to date. Could you also pass on your full systems specs? Include the PSU you had prior and the PSU you have currently.
