Does the CM storm sniper accumulate a lot of dust?

that depends on how dusty your house is .... really

dust will build up on 3 placers ...cpu...gpu...psu mostly
gpu and the cpu will build up more dust cause there is less room for it to escape

many fans / cases come with dust filers these days - it does help but sure doesnt eliminate the problem all together.

Anyway no big deal if you need to use an air duster a couple of times a year - most people tweak / upgrade so it doesnt increase the amount of times you open your pc case.
