[SOLVED] COD Warzone split second freeze and below average fps

Specs: i5 8400, 1070 ti galardo, 16 GB RAM, bad PSU, 60 hz monitor? All drivers upto date
I've noticed:

1. On MSI afterburner that cpu temp avrg 70 while GPU temp avrg 82 (rebooting the pc don't result in lower temp). Is that normal?
2. When the split second freeze happens the GPU usage go below 40% (there is a pattern random for the freezes)]
3. My avrg fps was 80 while on you tube it was 100.
4. When rebooting the pc the GPU usage on MSI Afterburner turn from a zigzag pattern ranging between 90-100% to a straight line on 97%.

Can the above info provide a clue on whats happening.

Your GPU is doing as much as it can. It's getting a bit hot at 82C. Can you set a ciuustome fan curve in Afetrburner to help bring down the temp?
You shouldn't have a PC with a 1070ti in it and a bad PSU.
What usage is the CPU at?
