Code 10 device did not start for seagate backup plus, what is wrong?

Build:
ASrock extreme4 motherboard
16 gb gskill ripjaw ram
560ti
hyper x kingston ssd
antec basiq power supply 550
Seagate 1tb external hard drive

Whenever I power up the computer or reboot it my hard drive does not start. When I replug it it is recognized and works. Sometimes this happens and sometimes this does not. The hard drive is usb 3. Do you guys think my motherboard and usb 3 are malfunctioning or maybe the hard drive?

1) Download the SeaTools for the DOC, and burn it into the CD, run it to check the seagate backup plus. http://www.seagate.com/support/downloads/seatools/
2) Make sure you update the chipset driver, USB3.0 driver, etc. but not from the asrock website, from intel or AMD.

Because it maybe MB or the HDD, who knows but do the test first.

Because you don't post you have the intel or AMD, so I add intel and AMD.

You have the intel ASrock extreme4 ( from z68 to Z97 ), the chipset driver from the link is good for either one. Just click the SetupChipset.exe to download and install it. https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=20775

For the USB3.0 you need check which USB3.0 is on your MB, and the manufacturer wdbsite to download it, like the z87, which has the intel USB3.0, you can download it from https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=21129
