Got a link to the ram you're working with?

Move ram to slots 1/3 same error.
When working with two sticks of ram, they should be populating slots A2 and B2 on the motherboard.

How are you cooling the processor?

geforce rtx 3900
You mean an RTX3090? If so, you forgot to mention the make and model of your PSU. If the PSU is recycled from an older build, please mention the age of the unit.

4 sticks m.2 samsungs
Remove all M.2 drives and see if your get POST.

Zotac geforce rtx 3090 waterforce
Ram CMH64GX5M2B6000C40W
Ram in 2/4
Removed all the m.2
CODE 15

GPU and CPU are water cooled with corsair custom loop.
And brand new corsair 1k psu

Pulled cmos battery out, nothing.

i dont leave it running long, im liquid cooled and dont have the cooler on the cpu so it might overheat.
How long do you think it would take for the 1st boot, ive tried 5 minutes
I don't recommend turning the PC on without the cooler connected to the CPU. Just don't.
When you've connected the cooler give it at least half an hour, possibly up to an hour.
It will probably only take 5 to 10 minutes - I'm just guessing; I didn't time mine but it was significantly longer than I expected.

as noted above, you absolutely must install some kind of cooler for the cpu when booting it up. does not have to be your water cooler but at least some basic air cooler for the moment if you wish. damage can happen very fast for an uncooled cpu.

once you have the cpu cooled, just install a single stick of ram. power it on and give it some time and see if it posts. can literally be a couple minutes the first boot. if it does, then try adding the second stick in the preferred A2 B2 slots. if you have a smaller extra stick you can try, that is fine as well. then go back to the ones you wish to use once it is booting.

then i install windows with the stock settings to be sure it's stable. if you get windows installed and if it still boots with both sticks installed, then you can try an XMP profile.

ryzen can be picky with ram and i always do the first boot with only a single stick installed. it just seems to help a lot of issues.

1. single stick
2. add second stick
3. install windows
4. add any XMP profiles if it all goes well with both sticks installed.
