Question Colored Dots Flashing on Screen ?

I'm having a lot of trouble figuring out the cause of this issue. I've noticed it with a few games now which usually is fixed with limiting framerate. However, with Elden Ring I cannot seem to make this stop from happening even if I limit my monitor's refresh rate to 60hz which is the max fps for the game. So far, I have done a DDU which seemed to improve the issue I was having before with an unstable frame rate, but the flickering still persists.

I and pretty new to this and am just wondering what my next step would be. I have Googled around for similar issues and have seen people mention underclocking GPU and RAM but I have no experience with this and don't want to mess anything up. I am hoping my GPU isn't dying.

-AMD Ryzen 5 5600 3.5 GHz 6-Core Processor
- GIGABYTE B550M DS3H AC AM4 B550 Motherboard
-EVGA 3060ti 8gb
-CORSAIR Vengeance RGB Pro 16GB (2x8GB) DDR4
-WD Blue SN570 1TB M.2 NVMe PCI-E Read:3500 MB/s
-650w Gold PSU (I forget the brand)

What's funny is I've actually experienced this about 10 years ago when I first started gaming on an Nvidia Onboard 9100m 256mb. I called it artifact displacement meaning the game runs just fine but some of the pixels aren't really rendering well enough to keep up with the video outputting. This was when I was playing the Hard Reset Demo lol but it could've been a coincidence as I also wasn't familiar with VRAM compatibility. I don't also want to say it's a power deficiency as even though 650w is the best amount for that spec; can't be too careful. Ever tried switching port on the GPU or something?
