[SOLVED] Comparing 12900KS to 12900HK, the OC improvement is less than the base improvement

No it just means that the laptop CPU is adjusted to use much less power and the desktop motherboards almost all of them use the maximum allowed power if not even more, so for desktop default and overclock is just much closer because almost every desktop CPU is overclocked even if the user doesn't know it.

The OC 8 core superiority of 12900KS is 33%, but non-OC 8 core superiority is 45%. this implies the laptop CPU is more overclockable???
Well its UBM, not a recommended site to compare cpus since its inaccurate. But it might be that the HK is better because it uses a pretty binned chip (since laptop chip are usually binned chip) and 6 P Cores only compared to desktop CPU. it all depends on silicon lottery tho.
